The Duelfer report proves one thing--Senator Kerry was right about the coalition of the bribed and coerced. They were the countries that opposed the war in Iraq. They were the corrupt members of the U.N. Security Council who were brought off by Saddam Hussein. Back in June, when I introduced the Oil-For-Food Accountability Act, I stated that I believed Saddam Hussein, corrupt U.N. officials, and corrupt well-connected countries were the real benefactors of the Oil-for-Food program. I noted there was evidence that they profited from illegal oil shipments, financial transactions, kickbacks, and surcharges that allowed Saddam Hussein to build up his armed forces and live in the lap of luxury. The just-released 1,200-page CIA report confirms those allegations and details even more. The report states that some $10.9 billion, that's billion with a ``B'', was secretly skimmed from the U.N. oil-for-food program for Saddam to use as he pleased.
