I respond to the Senator's question by saying that the two things I have a problem with, and I think most of the people who support the program have a problem with, are, No. 1, it is mandatory. The second point is that it would allow on a first-come-first-served basis the sugar to come to the country outside of the program at a price below the loan level. If that part were corrected, I am fine, but I cannot support it being mandatory. We ought to have the flexibility to allow it, and it has to be brought in under the terms of the program.
