Let me tell you, the law--I mean, this is the section I wrote in 1976 in Subsection B, says the Secretary making appointments under this statute shall, to the extent practicable, ensure a fair and balanced apportionment.

Yes, I take it that you cannot approve loans for research-type of projects. You can only approve loan guarantees for commercially feasible projects, not for research activities. Is that correct?

My opinion is that in order to ever reach an agreement between the two parties, Congress is going to have to combine the best of what government can do with the best of what the private sector can do and put the two together.
