“There are two different points to be made here. The first point is, the way the language was drafted it was intended to do the same thing by saying the President can take action if he does certain things. The answer to that question is, absolutely, yes. It is phrased differently. One is in the negative. One is in the positive. But the end result is that the President can do these things if he shows the following. The amendment we have says, for the first time in history, you are not talking about moving 5 people or 10 people or 100 people; you are talking about moving thousands and thousands of people. Over 100,000 people are going to be changed. At least we ought to show that the majority of them have something to do with this issue. That is an additional requirement. It is one that he determines.”
