We shouldn't have to litigate every issue that comes up in order to find the right solution to the problem.
What we've done in Congress, and not without a great deal of argument, and debate, was to ensure in the future that all inspectors of luggage on airplanes will be done by Federal employees.
Let me suggest it is a program that is more popular today than the Congress that wrote it.
