I must also say that it is somewhat disingenuous to characterize this amendment as a deauthorizing amendment. The gentleman knows full well that this program ran out of its authorization time at the beginning of this year and, just like the Endangered Species Act and many other laws which are currently ongoing without an authorization bill, this one is as well. So I think it is a mischaracterization of this process to say that this amendment deauthorizes the act. What we are trying to do is to put in place a policy statement, through the process that we have been engaged in on a bipartisan basis together, to bring an appropriate bill to the floor. So, once again, I appreciate what the gentleman has done but I strongly disagree with his position.
