it just seems to me, and this chart points it out even more clearly, I said that 70 percent of the reduction takes place in the last weeks of the last 2 years, and my colleague is saying that virtually all of the deficit reduction under the President's plan, 98 percent, takes place during the last 2 years. It would seem to me that, if we are going to be serious about deficit reduction and getting to a balanced budget, that we ought to start in earnest right away to make a serious step down of the deficit to take place beginning in 1998 and not waiting until the year 2000. Would my colleague agree with that analysis?
