This is an amendment which suspends aid, direct aid to the Palestinian Authority. It has been drafted with cooperation of the gentleman from New York [Mr. Gilman], the gentleman from New York [Mr. Engel], the gentleman from Pennsylvania [Mr. Fox], the gentleman from New York [Mr. Nadler], and the gentleman from New York [Mr. Forbes], which obviously makes it a bipartisan amendment. At the conclusion of the 90-day suspension period, if certain conditions are met and attested to by the United States administration, then aid could resume. I believe this is an absolutely necessary amendment given the events of the past six months or so.
