this is an absolute zero amendment. It is a sense of the Senate, which means nothing in law. The amendment we voted on earlier had the direct effect on $146 billion which is the amount of money that would have been reduced from the tax base if we did what we said we were going to do on the Social Security reduction from 85 percent to 50 percent, with the instructions to the Finance Committee to do just that. This amendment does absolutely nothing to correct that situation.
