There is a solution to a deadlocked Committee on Standards of Official Conduct. It was suggested over the last 2 years many times how to get out of the dilemma of having a 5 to 5 or a 2 to 2 vote, and that was to bring the full force of the House of Representatives to decide whether it was a frivolous or whether it was a serious complaint, to bring it to the floor of the House of Representatives for a disposition of the complaint. Unfortunately, when we brought that up at the Committee on Standards of Official Conduct, we also deadlocked on bringing it to the floor. So the fact of the matter is, there is a solution, but even then the majority or the minority, depending on who was in the majority or minority, did not want to bring it to the floor for resolution. I say that because that is a continuing problem.
