No, the Senator is not correct. This was not the intention of the bill, and that will be rectified. But, because the District council reduced the budget for the board's staff and operations, after the conferees had agreed to this provision, that is the way it could be interpreted. We are willing to reprogram some of money in this bill for purposes of the board.
