I hate to destroy the enthusiasm oozing from the comments. But as manager of the bill and a member of the committee, we worked very hard to work out a compromise on this very important language. We also will be receiving an amendment which will be going in the other direction from this side of the aisle. So I would suggest that, hopefully, if we can get the Senator from Illinois to offer the other amendment, maybe three or four of us can get together and work something out. I would be most willing to try to do that. I agree with the Senator that the question of the opportunity to learn, the ability for our young people to have an opportunity to learn, requires, I think, much more than we are doing at this time. But at this particular moment, as far as the amendment goes, I would have to say that I cannot accept it.
