Yes, clearly, that is the intent. We do not intend to exclude the preparation of teachers for teaching at the elementary and secondary level and we agree that good instruction in how to teach reading and elementary mathematics should be a major emphasis because giving students a strong foundation in reading and math in the early years is critical to giving them a solid foundation for learning throughout their entire lives.
