It was founded upon discussion, debate, and compromise. Let me be clear that I am not advocating we take 5 years to debate the proposal before us, only that we ought to be thoughtful and deliberative. This current reorganization will affect the lives of every American for years to come. Unfortunately, the current administration has made it clear it will veto any legislation that is not almost identical to its proposal.
