I think we have had a consistent record in saying that there are circumstances in which parties fail to respect democracy.

Our challenge now is to work with China to turn that commitment into effective implementation of the UNSC resolutions.

I think the more we engage and are seen to support their legitimate aspirations and to work with the progressive and tolerant democratic forces, the better chance that what emerges in the post-Qadhafi era will embody those things.
