I think the fee makes sense for two reasons: first, it does reflect the costs associated with fossil fuel use.
The real goal is not to restructure the debt. The real goal is to get back to economic growth.
I do not think that any of us should feel comfortable just watching more American businesses leave the United States.
So the only pathway to a stable future for Puerto Rico has to involve them restructuring their debt.
