It may be 5 years before the Afghan Army is ready to take on insurgents and that it will be at least 15 years before the Afghan Government can bankroll a security force strong enough to protect the country from the threat of insurgency.

I was taken aback. Who are these Taliban that a deal has been signed with? Why can't we find them? Who are their leaders?
The risks are that Afghanistan will go back into the hands of terrorists, into chaos, into despair. And we are not going to allow that.
