I am very concerned as the auditor of the government's financial statements about our financial position going forward.

I am not in favor of separate line item appropriations for STAA or any other team in GAO because I think it will lead to stovepipes within the agencies.

There is a need for change, but how you do it matters.

I think that got the program off to a bad start. It created a lot of skepticism about what the banks were doing with the money.
