I think that got the program off to a bad start. It created a lot of skepticism about what the banks were doing with the money.

Instead of confronting this existential threat with science and ingenuity, the President is denying the threat and the problem exists and it continues.

But unless there's top attention by top officials in the executive branch and rigorous Congressional oversight, these difficult problems will not get solved.

I think that debris removal is not only expensive but it is the critical path to recovery.
