There is heart and eloquence still left in the councils of the nation, and these will, I trust, yet make themselves potent in having both the Constitution of 1789 and the Constitution with the fourteenth and fifteenth amendments made practically the law of the land for all the people thereof.
He expresses hope that the principles of the Constitution will be upheld for all citizens.
