“I am pleased to have his strong support of the conference report on H.R. 1, the No Child Left Behind Act of 2001. From the very beginning, Senator Kennedy has been results-oriented in trying to strike the right balance between principle and practicality and has given clear evidence in this debate about why he is considered to be one of the most accomplished legislators of our time. Senator Kennedy understands that the art of legislating is not the same as being in a political science classroom. It is not the same as having an ideological debate. The end of the debate is what matters in what we can do and what we can actually accomplish to help people of our country--in this case, the schoolchildren of America. I thank him for his leadership and for his dedication and perseverance. Also, I thank my colleague, Senator Gregg. Senator Gregg is a former Governor.
