I do not think the sanctions alone are going to have that impact.

If it were to become a failed state, as you said, Mr. Chairman, the impact on the whole Arab world would be destabilizing.

This notion that, well, we cannot do this because there will be disorder in the West Bank or the Palestinian Authority would collapse, I think it is a reasonable concern, but it is not going to happen.

I do not think we should be under the illusion that we are going to solve this problem overnight.
