This amendment is very simple. It is a sense-of-the-Senate that the Secretary of State should immediately take steps to increase the United States diplomatic presence in Sarajevo, Bosnia and Herzegovina, consistent with the objective of ensuring their physical safety--to include the provision of secure facilities, communication capability, ground transportation and other capabilities. At present, the United States Ambassador to Bosnia and Herzegovina, Victor Jackovich, carries out his duties from Vienna, Austria. But, when he travels to Sarajevo--which is increasingly rare, due to limitations placed on his travel by the State Department--he is without a facility from which to operate. Now we all know that Sarajevo is a dangerous place. But, in my view, we need to support our Foreign Service and diplomatic personnel wherever they may be because they have an important role to play. To date, the State Department has addressed the question of safety in Sarajevo by essentially not addressing it.
