the American inventor, Charles Kettering, once said that ``if you want to kill any idea in the world today, get a committee working on it.'' Unfortunately, those words still ring true today, and help explain why Goals 2000 cannot bring needed education reform. Like many Americans, I am concerned about the quality of education and believe that improvement must take place. The Goals 2000 measure could have been strengthened by providing families with a greater choice of educational opportunities, by slashing bloated bureaucracies that take educational dollars way from classrooms, and by freeing schools from excessive Federal mandates so that teachers can concentrate on improving academics. With that said, it is proper for Congress to set high educational goals and standards for American students. But the real work should be left to the dedicated community members, teachers, and parents. They know best how to accomplish these goals. If Congress usurps local control through mandates, which Goals 2000 does, I am afraid history will tell us we do more harm than good.
