We probably will not have enough skilled trades workers to be able to address all the infrastructure needs when it finally gets all going . . . So, the workforce training and retraining part is important.

No political pressure is going to take one of those projects, put it at the head of the line, ahead of all other projects, which is what is happening in this particular case.
