I think the gentleman is accurately describing the language that is there. I think it does not go far enough. I think a clarification or elaboration or additional kind of limitations are appropriate. Now, they itemize in their proposed review process some of the things that might be considered. I hope that that gentleman, like this gentleman, will make his comments known to the Export-Import Bank during the comment period now underway. Is there a cut in the resources of the Export-Import Bank? There is a dramatic cut in the resources proposed for the next fiscal year, despite the fact that the appropriators have restored some of that cut. A 25 percent cut was the original figure that came with the administration's budget. That would dramatically reduce our ability to compete with the export credit and guarantee agencies of other countries. It is the wrong direction. I can understand why these gentlemen want to see a change. I do, too.
