I did want to say, with respect to the gentleman from Tennessee, that first of all the commission established by the initiative of the gentleman from Michigan (Mr. Levin) and this member gives Congress this annual report and recommendations not just annually but on any occasion during the year. And the House International Relations Committee would be required upon receipt of an annual report of findings and recommendations to hold at least one public hearing, within 30 days, to make a decision within 45 days whether to advance legislation to the floor and to have such resolution available for House action within 60 days from the receipt of the annual report. This OSCE-type commission is a far more effective mechanism than the annual ineffective harangue during the NTR extension vote that goes on here once a year. Mr. Speaker, this Member would also say that action on the recommendation of the OSCE-type Commission, the China Human Rights Commission, takes only the action of this Congress, unlike the Helsinki Commission, which effectively requires the action of over 50 nation members.
