Mr. Chairman, the fiscal year 1998 Labor, Health and Human Services Appropriations Act contains several provisions regarding important rural health programs which benefit rural communities across the Nation, as well as continued funding for the Ellender Fellowships. Regarding rural health funding, this Member would like to specifically mention two programs which this Member strongly supports and has expressed this support together with other Members of the House Rural Health Care Coalition to the subcommittee. These programs are Rural Outreach Grants, and the National Health Service Corps. This bill includes $27.8 million for Rural Outreach Grants, which is the same as the fiscal year 1997 level and $2.7 million above the amount requested by the President. This important program supports projects that provide health services to rural populations not currently receiving them and that enhance access to existing services.
