This Member strongly urges the Rules Committee to grant an open rule on this bill. It is important, as one of several examples, that there be an opportunity to offer an amendment similar to the one offered in committee by the gentleman from Texas regarding home schooling and that there is an opportunity to perhaps permit a Member to offer an amendment which clarifies that the bill does not mandate outcome-based-education. A significant number of Americans have doubts about the intentions of the Federal Government, the Department of Education, and the Education and Labor Committee. They are concerned that the Federal Government is beginning to move in the direction of certifying teachers in home and private schools. Mr. Speaker, I want to remind my colleagues that under Article X of the U.S. Constitution, the responsibility to provide and regulate education is given to States; in spite of the views of activists inside and outside of Congress, there is no Federal role.
