We have this deadline coming up on the reauthorization of the Export-Import Bank, September 30. This is an issue that has to be resolved. It is a time for us to make the kind of changes, not to do something which punishes the Bank and not some changes which they can ignore, anyway. We need to give very specific guidelines and make sure that in fact acting in a fashion which is beneficial to American industry. We need to assure that the Bank does creates jobs in this country and that it does not have the opposite effect. We need to assure that the Bank is particularly attractive for the use of small business as well as for some of the largest firms in the United States. I ask my colleagues, therefore, to reject this amendment and work with us when the authorizing legislation comes to the floor.
