The North should realize, but may not, that it now stands at a crossroads and must choose whether to continue its march toward economic and social collapse or to embrace America's exchange of food aid, heavy fuel, and assistance in developing safe nuclear energy for a verifiable commitment that it has not continued--and will not continue--its nuclear weapons program.
