There is nothing fair about reserving 25 percent of the legislature for the military.

We will make an assessment based on the facts and we will calibrate our response to the elections based on our assessment of how credible, how transparent, how inclusive, how free and fair we think it was.

Do we think of economic engagement as a reward or are we using it as a tool to try to shore up these principles and these ideals

Well, my testimony addresses U.S. values. And the values component includes rule of law, includes transparency, includes good governance, includes labor standards, includes anti-trafficking.

First and foremost, human rights is central to our foreign policy and central to our Vietnam policy.

I believe that TPP does not come at the expense of human rights.

There should be no doubt that human rights is central to our foreign policy.

Please let me assure you that human rights is a central tenet of our approach to Vietnam.
