Does this funding cover only development, and how are the traditional acquisition procurement wedges incorporated with the Ballistic Missile Defense System?

I agree with that assessment and I agree with the term being subject to the President's discretion.

I think over time we should keep reinforcing it, and eventually get to a Category 5. That way we can spread the cost out over time.
