I would just like to say that, in the past, the BRAC Commission has underestimated the cost of cleanup whenever they made their recommendations of closure or realignment.

I think we have to approach that because I will tell you, being in that business, I sat up there the other day.

I agree with that assessment and I agree with the term being subject to the President's discretion.
