I agree with that assessment and I agree with the term being subject to the President's discretion.

I think those people just come up with reasons to make it tough.

I would just like to say that, in the past, the BRAC Commission has underestimated the cost of cleanup whenever they made their recommendations of closure or realignment.

We would like to see what you have proposed. We would like to work with you on that.
