I agree with that assessment and I agree with the term being subject to the President's discretion.

I reserve a sense of skepticism of this possibility.

I, like Senator Dorgan, am concerned about Preserve America.

I think over time we should keep reinforcing it, and eventually get to a Category 5. That way we can spread the cost out over time.
