I think this is a good rule. I want to associate myself with the remarks of the gentleman from Washington (Mr. Dicks) earlier from the other side who took some time to talk to the rule and to the bill. I think that the gentleman from California (Mr. Lewis) and the gentleman from Pennsylvania (Mr. Murtha) have taken great effort to fashion a bill that warrants debate. The rule this afternoon allows for that kind of debate to take place here in the House and offers everybody an opportunity should they wish to be heard on that. I suggest to Members that they approve the rule. On the bill, itself, Mr. Speaker, we find increasingly here in the House that nothing is easy when we are talking about appropriations bills. We are asked increasingly to do more with less, whether we are talking about this bill or any of the others that will come these next few weeks and months. I happen to believe that our priorities in this case are appropriate.
