The text of the amendment is as follows: Page 12, line 10, strike ``The Director'' and insert ``(a) In General.--The Director''. Page 12, after line 13, insert the following: (b) Annual Report.--Not later than the date that is 10 months after the date of the enactment of this Act, and biennially thereafter until the date that is four years after the date of the enactment of this Act, the Director of National Intelligence shall submit to the congressional intelligence committees and the congressional defense committees (as such term is defined in section 101(a)(16) of title 10, United States Code) a report describing-- (1) trends in the use of tunnels by foreign state and nonstate actors; and (2) collaboration efforts between the United States and partner countries to address the use of tunnels by adversaries. The CHAIR. Pursuant to House Resolution 315, the gentleman from New York (Mr. Israel) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from New York.
