There is nothing radical about any administration, Democrat or Republican, making a decision, making a rule that would shift funds from specific States to broader national purposes. I understand the gentleman's and his colleagues' concern for this particular policy, but this is an overreach, Mr. Chairman. This amendment would prohibit the Department from even suggesting an idea for Congress to consider. This is not worthy of the appropriations process. It ought to be considered as part of a broader approach by the gentleman, not in this bill, and I urge defeat of this amendment. Mr. Chairman, I yield back the balance of my time. The Acting CHAIR.
