There is nothing radical about any administration, Democrat or Republican, making a decision, making a rule that would shift funds from specific States to broader national purposes. I understand the gentleman's and his colleagues' concern for this particular policy, but this is an overreach, Mr. Chairman. This amendment would prohibit the Department from even suggesting an idea for Congress to consider. This is not worthy of the appropriations process. It ought to be considered as part of a broader approach by the gentleman, not in this bill, and I urge defeat of this amendment. Mr. Chairman, I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from Alabama (Mr. Byrne). The amendment was agreed to. Amendment No. 50 Offered by Mr. Byrne The Acting CHAIR. It is now in order to consider amendment No. 50 printed in House Report 114-683.
