I agree with the distinguished ranking member, and I believe that he supported last year in the National Defense Authorization Act section 891, which in fact does what the gentlelady from Texas wants to do. So again, this is a delay tactic to put outsourcing back on the table, back in play, back in part of our toolbox. Again, I urge all of my colleagues to vote ``no'' on this amendment.
