I continue to reserve the balance of my time. Mr. DeFAZIO. I thank the chairman for his generosity, and I yield myself the balance of the time. Mr. Chairman, I think there is substantial agreement here in that we need to put more investment into critical water infrastructure projects. This bill begins to do that. We want to do it in the most thoughtful way possible. Some of these projects will alter local or regional environmental resources forever, sometimes to mitigate, sometimes, perhaps, not so much if they are not well thought out. Many of these projects are designed to last for 100 years or more. It certainly would behoove us to spend a little bit of time fully vetting these projects before we authorize them and move forward. With that, I yield back the balance of my time.
