While this amendment is well intended, the amendment would dilute the eligibilities currently available to States to combat congestion and air. We have not had adequate time to determine if there are any unintended consequences of providing eligibility for broadly expanding the eligibilities to include things like car share, bike share, and transportation network companies. Additionally, this amendment includes these new eligibilities in the associated transit improvement mandate. The mandate hurts local flexibility and could have serious unintended consequences. Our bill worked to reform this mandate. So I reluctantly urge all Members to oppose this amendment. I reserve the balance of my time.
