I thank Mr. Lewis and I thank the gentleman for offering this amendment. The Metropolitan Planning Organizations were created to ensure that local officials drive the decisions about how Federal and highway transit funds are spent. Unfortunately, for the gentleman's district, a loophole in the law undermines elected officials. This amendment ensures the structure of MPOs can consist of locally elected officials. This is a fair and commonsense amendment, so I urge all Members to support this amendment.
