And I want to make a point of clarification regarding section 1036 of the conference report. Section 1036 states that, when the locally preferred plan is chosen, the cost to the Federal Government shall be no more than the Federal share of the national economic development plan. I want to clarify the intent of this provision. When the Corps of Engineers carries out a locally preferred plan, the non-Federal sponsor is responsible for all costs above the cost of the national economic development plan.
