“I next want to read a quote from a constituent of mine, Marty Yahner, a farmer from Cambria County, Pennsylvania. ``This illegal power grab clearly goes far beyond the power granted to the EPA by Congress through the Clean Water Act. Farmers, like me, are very concerned about the proposal giving unprecedented power to government agencies over how farmers can use their land. I'm also worried that the proposed rules will adversely impact the next generation being able to farm.'' That is not a Member of Congress. That is not a government official. That is a real-life farmer, and he has real concerns. This rule will have serious economic consequences not just for our farmers, but for many others. This rule will threaten jobs and result in costly litigation. It will restrict the rights of landowners and the rights of States and local governments to carry out their economic development plans. H.R. 1732, the Regulatory Integrity Protection Act, requires the agencies to withdraw the flawed rule, consult with States and local governments and other stakeholders, and then use that input to develop and repropose a new rule that works. This bill gives the agencies, their State partners, and stakeholders another chance to work together and develop a rule that does what was intended, provide clarity. This is a chance to find the thoughtful, balanced regulatory approach that is necessary. We all want to protect our waters.…”
