So here, not in my words or the words of the gentleman from Michigan, but in the words of the chief financial officer within the Department of Education, $712 million, as stated above, is unidentified funds not related to the purposes of this account. Now, we did not go charging any kind of malicious intent with these dollars, or suggest that there is fraud or deliberate abuse of these funds, merely that in an agency with an annual appropriation of $35 billion, it is possible that lines of communications occasionally get crossed and that there are funds where dollars are being parked. And at a point in time when we are trying to save that one penny out of a dollar, this may be a good place to look.
