that vision of the shining city on the hill is one that the President did make a reality. And despite the fact that in the 1984 Democrat National Convention it was Governor Cuomo whose job it was to discredit the President in the course of his reelection campaign, stood there before the convened assembly and ridiculed that vision of the shining city on a hill and said that it was unsuitable for an American ideal, for an American understanding of itself. But as I have since learned and had a chance to meet many people through the course of being a Member of Congress around the world, I have come to realize just how prophetic Ronald Reagan was and that these words were not merely words. These were not hollow statements. These were not just a pretty collection of syllables. America really is the shining city on the hill. And at the time, was the hill to which, the city to which people around the world in some very dire circumstances looked toward with hope and with optimism. Sometimes that vision of America was all they had.
