The theme of local control is really at the core of our reform efforts that we are pushing here. He focused on that word and underscored the word intelligence; and he said that is not skills, it is intelligence. He spoke of the importance of the intellect and the training of the young minds of Minnesota, how critical it is to maintain their liberty, that is not an idea he thought of; but it is one that he saw fit to reference from Minnesota's State constitution. And I was moved by his patriotic compassion at one point in his testimony in which he spoke about the devastating impact that the Federal Government is having in preventing Minnesota from achieving its constitutional objectives.
