I would like to close with three quotes from President Reagan. In his first inaugural address in January of 1981, he said, ``No arsenal or no weapon in the arsenals of the world is so formidable as the will and moral courage of free men and women.'' Later that year, in September of 1981, he said, ``We who live in free market societies believe that growth, prosperity, and ultimately human fulfillment are created from the bottom up, not the government down. Trust the people.'' And, finally, in a speech to the Republican National Committee, August 23, 1984, President Reagan said this: ``In this springtime of hope, some lights seem eternal; America's is.'' Mr. Speaker, I thank you for recognizing me for this special order and for all of my colleagues who joined in this special order tonight in wishing President Reagan a happy 90th birthday. The country is grateful for the President's service and for his optimism and passion for the country.
