The administration's 2000 budget plan presented to Congress on February 1 imposes new taxes that will make it harder for millions of American families to save for their own retirement needs and will seriously jeopardize the financial protection of families and businesses. Providing for retirement and securing your family's financial security should not be a, quote, taxing experience. Americans are taking more responsibility for their own financial futures, and they have made it clear that they oppose both direct and indirect tax bites that jeopardize their retirement security and their ability to protect their families. Congress on a bipartisan basis soundly rejected a similar approach last year. I will interject, it is true that the President, under the administration's budget, proposed a litany of new taxes on the American people, which the Republican Congress was fortunately here to prevent. He goes on, 'And I strongly urge you to do the same this time around.'
